The National Curriculum Development Centre (NCDC) has released comprehensive Assessment Guidelines for all subjects under the Advanced Secondary Curriculum, marking another significant milestone in strengthening competency-based teaching, learning and assessment in Uganda.
The guidelines are designed to support teachers, school leaders, learners and other education stakeholders in implementing quality classroom assessment that aligns with the objectives of the revised Advanced Secondary Curriculum. They provide practical guidance on assessing learners’ knowledge, skills, values and attitudes using a variety of competency-based assessment approaches
Developed through an extensive technical process, the guidelines outline learning outcomes, assessment constructs, scoring rubrics and sample assessment tasks to promote consistency, fairness and reliability in classroom and end-of-cycle assessment. The resources are intended to complement the work of teachers while supporting the Uganda National Examinations Board (UNEB) in the transition to competency-based assessment.
The release of the guidelines reinforces NCDC’s commitment to ensuring that assessment becomes an integral part of the teaching and learning process rather than merely a measure of academic achievement. By emphasising continuous assessment, the practical application of knowledge, and learner competencies, the guidelines support the broader goal of preparing learners with the skills required for further education, employment, and lifelong learning.
The Assessment Guidelines cover all Advanced Secondary subjects and are now available through the NCDC website (www.ncdc.go.ug), along with other curriculum support materials. The Centre encourages teachers, school administrators and education stakeholders to familiarise themselves with the guidelines and integrate them into classroom practice to enhance learner achievement
